Flaky, all-butter golden pastry filled with a delicately spiced sweet filling, baked until crisp and aromatic.
Knead the flour, salt, warm water, and 2 tbsp oil into a firm dough; rest 30 minutes under a damp cloth.
Brown the beef with the onion, cumin, cardamom, pepper, and 1/2 tsp salt in a dry frying pan until the juices evaporate; cool.
Roll the dough paper thin on a floured surface and cut 10 cm rounds (or use spring roll wrappers cut into strips).
Place a spoonful of filling on each round and fold over into triangles, sealing each edge with flour-water paste.
Deep-fry at 180C, turning once, until golden and blistered, about 3-4 minutes.
Drain well and serve the sambusa hot with chutney or salsa.
