A time-honoured Indian confectionery hand-crafted with reduced milk, fragrant green cardamom, saffron, and toasted pistachio nuts.
Rinse the rice, soak for 30 minutes, and drain; sliver the nuts.
Bring the milk to a boil in a heavy-bottomed pan, add the rice, and reduce the heat to low.
Simmer for 40-45 minutes, stirring frequently and scraping the pan, until the rice is soft and the milk has thickened and turned creamy.
Add the sugar and cook for 5 more minutes until dissolved.
Stir in the cardamom powder, almonds, pistachios, and raisins.
Serve warm, or chill for 3-4 hours for a cold kheer.
